As the war dragged on, the government devoted all its strength to continue the war. In 1938 (Showa 13), it established a national mobilization law that made it possible to draft citizens and expropriate commodities. In 1940, as political parties were broken up, before long the Imperial Rule Assistance Association (*1) was created, and soon the Diet assembly became in name only. Labor unions were also broken up.

Citizens were required to devote themselves to the emperor and work cooperatively for the country. Thought regulations were getting stricter, with citizens not able to discuss doubts about the war. Most people believed in the impending war victory through government announcements and regulated reports from newspapers and the radio, and didn't have any doubts about continuing the war.

In due time, necessary food and clothing for citizen lives were lacking and a rationing system was implemented. Also, people were forced to save under the slogan, 'Luxury is the Enemy'. Additional regulations on daily life were introduced via neighborhood associations.

*1  Imperial Rule is the emperor's politics. Assistance means to help it. Shortly after the Imperial Rule Assistance Association was created, town and neighborhood associations organized under it.
